1 Understanding Canada's Private Sponsorship of Refugees Program
Canada offers three main avenues under the Private Sponsorship of Refugees (PSR) program:
1. Groups of Five (G5)
Groups of Canadian citizens or permanent residents—five or more individuals—come together to privately sponsor a refugee or refugee family. This model is driven by local community involvement and grassroots support.
The Canadian private sponsorship of refugees through this model promotes social inclusion and direct civic engagement.
2. Community Sponsors (CS)
Community Sponsors are organizations, associations, or corporations located in the same community where the refugee will settle. They must show they have the resources, infrastructure, and commitment to fulfill a refugee sponsorship.
The Canada refugee sponsorship framework empowers such organizations to play a direct role in humanitarian resettlement.
3. Sponsorship Agreement Holders (SAH)
SAHs are authorized organizations that hold agreements with IRCC, allowing them to sponsor refugees either directly or through Constituent Groups (CGs).
They play a significant role in coordinating Canada’s private refugee sponsorship across multiple refugee families and cases.
The Canada private refugee sponsorship system allows eligible Canadians and organizations to bring refugees from abroad into their communities, offering them a chance to rebuild their lives in safety.
Our Canada private refugee sponsorship lawyers are experienced in all facets of this process.
We assist with:
- Full eligibility assessments and legal consultations for sponsors
- Preparation and review of refugee sponsorship application packages
- Drafting and evaluating comprehensive settlement plans

Our in-depth legal support ensures your Canadian private sponsorship of refugees effort is successful, ethical, and IRCC-compliant.
2 Current Status: 2024–2025 Intake Pause by IRCC
As of November 29, 2024, IRCC has temporarily paused the intake of Group of Five and Community Sponsorship applications. This pause is expected to last until December 31, 2025, meaning that most private refugee sponsorship routes are on hold for new applicants.
Important Exception:
Starting April 30, 2025, IRCC began accepting 160 applications from Groups of Five and Community Sponsors for Sudanese refugee sponsorships. These applications do not require a Refugee Status Determination document, which streamlines the process.
If you are planning to sponsor a Sudanese refugee or wish to prepare for the post-pause reopening, our Canada private refugee sponsorship lawyers can help you:
- Strategically plan your sponsorship and prepare legal documents now
- Provide legal support for applications already submitted before Nov 28, 2024
- Explore SAH-based sponsorship pathways that remain open during the pause
Understanding the legal environment during this pause is crucial. Whether you’re preparing now or responding to the unique opportunity to sponsor Sudanese refugees, we offer tailored legal guidance throughout the Canada private refugee sponsorship journey.

3 Group of Five Sponsorship: Legal Guidance & Requirements
A Group of Five (G5) sponsorship enables five or more Canadian citizens or permanent residents to sponsor a refugee overseas. This model puts the power of sponsorship directly in the hands of individuals and families.
Eligibility Requirements for a Group of Five Members:
To qualify as a G5 sponsor, you must:
- Be at least 18 years old
- Hold Canadian citizenship or permanent residency
- Reside in the refugee’s intended community
- Agree to provide one full year of emotional, logistical, and financial support
This form of Canadian private sponsorship of refugees is highly effective at integrating refugees into communities through personalized support. However, legal accuracy and documentation remain vital.
Responsibilities of G5 Sponsors:
G5 sponsors must take on significant legal and practical responsibilities, including:
- Drafting and submitting a complete settlement plan tailored to the refugee’s needs
- Proving financial capacity through personal income statements or pooled trust funds
- Coordinating housing, utilities setup, access to public services, and education enrolment
- Connecting refugees with interpreters, healthcare providers, and social support systems
- Addressing potential trauma-related needs or crises
Our Canada private refugee sponsorship lawyers assist sponsors by:
- Reviewing all G5 applications before submission
- Ensuring compliance with IRCC sponsorship rules
- Anticipating admissibility concerns and preparing mitigation strategies
4 Community Sponsorship: Legal Insight for Organizational Sponsors
A Community Sponsor is typically an organization, religious group, or business willing to sponsor a refugee. The organization does not have to be incorporated under provincial or federal law but must demonstrate financial and logistical capability.
Legal Criteria for Community Sponsors:
- Be a legal entity under Canadian law
- Operate in the community where the refugee will settle
- Submit a comprehensive settlement plan addressing housing, education, and integration
- Provide proof of sufficient funding to support the refugee for 12 months
The role of a Canada private refugee sponsorship lawyer is essential here. Our legal services include:
- Preparing and reviewing all legal documentation required by IRCC
- Advising organizations on legal duties under sponsorship law
- Structuring clear agreements within the sponsor’s organization to avoid liability gaps
Many Canadian private sponsorship of refugee efforts fail due to technical errors in documentation or lack of clarity in organizational roles. We help you avoid those pitfalls.
5 Sponsorship Agreement Holders (SAH): Strategic Legal Support
Sponsorship Agreement Holders are entities that have signed a sponsorship agreement with IRCC, allowing them to sponsor large numbers of refugees annually. They may act directly or authorize Constituent Groups (CGs) to manage sponsorships under their agreement.
SAH Legal Requirements:
To become an SAH, your organization must:
- Be incorporated federally or provincially
- Demonstrate financial and operational capacity
- Undergo a security and integrity review
- Complete IRCC and RSTP training
SAH Responsibilities:
- Monitor and guide all CGs
- Ensure sponsored refugees receive full settlement support
- Provide housing, language services, and orientation
- Submit annual reports and manage compliance
At Affinity Law, we offer legal counsel to:
- Organizations applying to become a SAH
- Existing SAHs managing high-volume sponsorships
- Constituent Groups working under SAHs
Our Canada private refugee sponsorship lawyers help streamline applications, reduce processing delays, and ensure full legal compliance across all sponsorship levels.
6 Who Can Be Sponsored Under the Program?
Not all displaced individuals qualify for Canada private refugee sponsorship. Refugees must fall into one of the following two IRCC-defined categories:
- Convention Refugees Abroad Class: Individuals outside their country of nationality with a well-founded fear of persecution based on race, religion, nationality, political opinion, or membership in a particular social group.
- Country of Asylum Class: People seriously and personally affected by civil war, armed conflict, or massive human rights violations.
During the pause, only Sudanese refugees are eligible for new sponsorships under G5 and Community Sponsorship. All other private sponsorships must go through SAHs.
We assist clients in reviewing the eligibility of their sponsored refugee and preparing all evidence needed to meet IRCC’s expectations under the Canada Refugee Sponsorship Framework.
